РАЗМЕЩЕНИЕ ОБЪЕКТОВ СОЦИАЛЬНОЙ ИНФРАСТРУКТУРЫ: ЗАРУБЕЖНЫЙ ОПЫТ И ВОЗМОЖНОСТИ ДЛЯ РОССИЙСКОЙ ПРАКТИКИ
Аннотация
Пространственное размещение объектов социальной сферы играет важную роль в организации различных экономических процессов, отвечая за миграционные потоки и движение трудовых ресурсов. Несмотря на это, пространственный фактор по-прежнему учитывается в исследованиях лишь косвенно, отражаясь в основном в показателях доступности учреждений от мест проживания населения и численности населения на определенную территорию. Зарубежные научные работы касаются этих вопросов гораздо чаще, как рассматривая их отдельно, так и включая их в комплексные исследования.
В статье рассматриваются некоторые методики по оптимизации пространственного размещения медицинских учреждений, предлагаемые зарубежными авторами. Кроме того, приводится пример возможного применения аппарата взвешенных диаграмм Вороного для решения вопросов, связанных с расположением этих объектов на территории сельской местности в России. Показано, что необходимо анализировать не только парные отношения между различными объектами, а систему в целом, а пространственная структура социальной сферы определяется в равной мере как параметрами расстояния, так и ее топологией.
