Краткий анализ экономической помощи США Афганистану в период 2002–2014 гг.

Аннотация


В статье проводится краткий анализ экономической помощи США Афганистану. Делается попытка выяснить, почему США – самому крупному финансовому донору – не удалось восстановить инфраструктуру Афганистана, несмотря на огромные средства, вложенные в проекты. С помощью эмпирического метода сбора и анализа информации автор выявляет причины, по которым USAID (Американское агентство международного развития) работало неэффективно, что привело к увеличению стоимости проектов, задержкам и к тому, что многие проекты так и остались незаконченными или недействующими. В статье рассматриваются различные механизмы, с помощью которых огромная часть финансовых средств возвращалась обратно в США. Автор также показывает, что зависимость экономики афганского государства от финансовой помощи США не уменьшилась и основная цель экономической помощи – укрепление государства для мобилизации ресурсов и обеспечения услуг – не достигнута.
